This is a straight to series production written by George RR Martin, who wrote the Fire and Blood series the original GOT show was based off of.
HBO released the news via Twitter, showing the cast doing a socially distanced table read.

Prior to the announcement via Twitter, the Game of Thrones account tweeted about 97 fire related things, including this string of 🔥 emojis for good measure. This, at the time, was a tad confusing, but given the name House of the Dragon, it makes sense.
While we have no news yet of the plot of the prequel, given the name it's most likely that the show will follow the path of the Targaryen dynasty, and their path to holding control over Westeros. It's an exciting time!
